Philip T. McCollum
Attorney

Attorney Philip T. McCollum has more than 17 years of legal experience, including over 14 years as a Legal Assistance Attorney with the United States Air Force and approximately 3 years in private practice. Throughout his career, he has advised thousands of clients on estate planning, trusts, powers of attorney, advance directives, consumer law matters, family law matters, landlord-tenant issues, and other civil legal matters. His experience includes the preparation of hundreds of wills, trusts, powers of attorney, advance medical directives, and transfer-on-death deeds, as well as advising clients on probate and immigration matters. He is committed to providing clear guidance, practical solutions, and responsive service so clients can make informed decisions with confidence.

Mary France C. McCollum
Client Services

Mary France McCollum serves as Client Services and Operations Manager for Weekend Law. Originally from the Philippines, Mary France spent more than 16 years working in the accounting department of a microfinance company, where she assisted with claims processing, administrative operations, and customer support. Mary France is a Virginia Notary Public and helps coordinate client communications, scheduling, document collection, and day-to-day office operations. Her organizational skills, attention to detail, and dedication to client service help support Weekend Law’s mission of delivering practical legal solutions with clear communication, transparent pricing, and convenient evening and weekend appointments.

The Story Behind Weekend Law

Weekend Law was founded to provide practical, affordable legal services for individuals and families who may find it difficult to schedule appointments during traditional business hours. The firm’s mission is simple: provide straightforward legal guidance, transparent flat-fee pricing whenever possible, and convenient evening and weekend appointments. By keeping the practice focused on select areas of law and maintaining a flexible schedule, Weekend Law strives to make legal services more accessible and less intimidating for busy working professionals, military families, retirees, and small business owners.

Philip T. McCollum, Esq., is originally from Southern Maryland and first came to the Hampton Roads area to attend law school at the College of William & Mary, where he earned his Juris Doctor in 2008. Prior to law school, he graduated from the University of Maryland in 2005 with a Bachelor of Arts degree. After graduation, Philip spent approximately three years in private practice before beginning his career with the United States Air Force legal assistance program. For more than fourteen years, he has advised service members, retirees, and their families on many of the same matters handled by Weekend Law, including estate planning, probate and estate administration issues, family law matters, consumer issues, and other personal legal concerns. The experience gained through thousands of client consultations has helped shape the practical, client-focused approach that serves as the foundation of the firm. Weekend Law is a private law practice and is not affiliated with, endorsed by, or acting on behalf of the United States Air Force or any other government agency.

Because Philip continues to serve full-time as an Air Force civilian attorney, Weekend Law intentionally maintains a focused practice limited to select legal services that can be effectively provided during evenings and weekends. This allows the firm to offer clients the benefit of significant legal experience while maintaining the flexibility and affordability that are central to its mission. Rather than attempting to handle every type of legal matter, Weekend Law concentrates on services where efficient flat-fee representation can often be provided, including estate planning, probate and estate administration, uncontested divorce, adoption, business formation, and family-based immigration matters.

Because Philip serves as a full-time civilian attorney with the United States Air Force, Weekend Law cannot represent individuals who are eligible for military legal assistance. Weekend Law is a private law practice and is not affiliated with or endorsed by the United States Air Force or any other government agency.

The firm’s perspective on immigration is also personal. Philip’s wife, Mary France McCollum, was born and raised in Bacolod City in the Philippines, one of eight children. She graduated from the University of Negros Occidental–Recoletos and later completed graduate-level coursework in special education. Prior to immigrating to the United States, she spent approximately sixteen years working in the accounting department of a microfinance company that provided loans to small businesses and entrepreneurs. Philip and France met in 2019, navigated the family-based immigration process together, and married in 2021. Mary France is expecting to obtain her U.S. citizenship in the fall of 2026. Their firsthand experience with immigration, combined with Philip’s legal background and France’s experience serving small business owners, helped inspire the creation of Weekend Law and its commitment to providing practical legal solutions with transparency, responsiveness, and respect for every client’s circumstances.
